The Commencement

Brief History

            Pursuant to Section 11 of Republic Act 10121, otherwise known as The Philippine Disaster Risk Reduction and Management Act of 2010 and Sections 1 and 2, Rule 5 of its Implementing Rules and Regulations, the existing Provincial, City and Municipal Disaster Coordinating council are now individually referred to as Provincial, City or Municipal Disaster Risk Reduction and Management Council.



            On May 24, 2013, the City Disaster Risk Reduction and Management Office (CDRRMO) were initially installed located at the ground floor of the City Mayor’s Office, this city. There were there (3) employees designated, Mr. Haron Damada Jr., being the Action Officer, Mrs. Lorie Bongcawel, the Research and Planning Officer, and Ms. Gigi B. Tolcidas, the staff Clerk. A few weeks after, a huge number of newly hired employees had been assigned to the office. This circumstance enables the executive head to encourage for the creation of the City Disaster’s Operation Team.

            Finally, on the 2nd day of July, 2013, through Executive Order No. 35, Series of 2013, The Pagadian City Risk Reduction and Management Council had been reorganized, and Pursuant to Republic Act No. 10121, its functions were defined and able to provide funds. Thereafter, through Executive Order No. 36, series of 2013, by virtue of power vested to Hon. Romeo P. Pulmones, the Pagadian City Disaster Risk Reduction Management Office has been formally institutionalized.
 

            The established City Disaster Risk Reduction and Management office (CDRRMO) in the City of Pagadian is directly under the office of the City Mayor and responsible for setting the direction, development, implementation, and coordination of disaster risk reduction and management programs within its territorial jurisdiction.

ECOLOGICAL PROFILE

Pagadian City is the crossroad between the cities of Ozamis City and Iligan City in the east, Zamboanga City in the west, Dipolog City in the north, and Cotabato City in the south across Yllana Bay.


Has rolling terrain, friendly people, serene mountains, fascinating scenic spots, and commercial establishment provide delight to those who love adventure and fun in this vibrant city.

LOCATION/ LAND AREA/ POLITICAL BOUNDARIES

The City is geographically situated in the northeastern side of the Province of Zamboanga del Sur, Region IX, Mindanao, with a land area of 378.80 square kilometers of rolling terrain delineated by the municipal boundaries of Midsalip in the north; Labangan in the northwest and east; Lakewood in the west; and Dumalinao in the southwest.

It is composed of 54 barangays - 13 urban and 41 rural barangays.

TOPOGRAPHY

It is generally characterized by sometimes steeply sloping landscape, influenced by the mountain networks on the north and western frontiers. A total of about 15,090 hectares or 45% of the total land area have strongly sloping terrain, steep hills and mountains while 47% have gently sloping to moderate sloping landscape; the rest, approximately 8%in the southern and most of the eastern parts are level or nearly level.

CLIMATE

The City is located within the tropics of the northern Hemisphere which is characterized by pronounced dry season from January to March and rainy season from April to December. The area does not experience typhoons due to its geographic location being situated away from the typhoon belt.

SOIL

Largely clayey due to extent of fine grained volcanic rocks, various sedimentary derivatives and pyroclastics lowland soils.

DEMOGRAPHY

Had total of 186,852 population in CY 2010 census with 37,370 HHs and projected population of 202,636 for CY 2013 of 40,539 HHs, with an average annual growth rate of 2.6%.

SOCIAL SERVICES

Health. There are 11 hospitals (1-private tertiary; 3-secondary; 7-primary), 26 barangay health centers, 16 consultation clinics, 15 dental clinics and 3 EENT clinics, 3-multi-lab Diagnostic Center, and 2-Physical Therapy Center.

Health personnel in the city government comprise 4-doctors, 10 nurses, 26 midwives, 3 dentists, and 3-pharmacists. Barangay Health Workers (BHW) are available in every barangay.

Social Welfare. Programs are extended by the city government as Self-Employment Assistance Program (SEAP). Family Welfare Program, Community Welfare Program, Child Welfare Program Youth Welfare Program, Women Welfare Program, Special Social Services Program, Emergency Assistance Program, and Education Scholarship Assistance Program.

 Education. The City has 69 elementary/primary schools (60-go't & 9-Private), 22 secondary schools (17-govt & 5-private), 12-tertiary (2-govt & 10-private), and 67-pre-schools (56 govt & 11-private)

Protective Services. The city has 170 total policemen as of CY 2010 with 1:999 ratio compared to 1:2000, while total of 80 firemen as of CY 2010 or a ratio of 1:2100.

Environmental Management. Programs and projects are implemented in the city; Clean and Green and Environmental Protection, Advocacy for the Ecological Solid Waste Management, Marine Protection, Upland Forestation / Reofrestation, Clean and Green, and Zero Waste Management.

RESOURCES

Agriculture approximately 55% of the City's area is dominated by agricultural activities.
Fishing grounds are the Pagadian Bay and Illana Bay that abound a wide variety of fish species and crustaceans and the culture of seaweeds.Mineral. Mining area is located one and a half (1 1/2) kilometers southeast of Barangay Lison Valley proper approximately forty-nine (49) kilometers from the city proper. Deposits are gold, copper and molybdenum.
